高质量发展视域下北京“双自联动”建设思考

Thinking on Beijing’s“Double Self-linking”Construction from the Perspective of High Quality Development

促进自由贸易试验区和国家自主创新示范区“双自联动”建设,实现两者优势互补、相得益彰,是北京实现经济高质量发展的重要途径。“双自联动”建设,有助于扩大开放,用好国内国际两种资源;有助于优势互补,形成“1+1>2”的叠加效应;有助于发挥示范效应,打造经济发展新引擎。北京自由贸易试验区是2020年国家新近批复的,需要借鉴其他省市的经验,加强与中关村自主创新示范区的联动建设。基于此,文章阐述了“双自联动”建设在北京高质量发展中的作用与地位;从实施方案制定、产业联动发展、科技金融创新、知识产权保护和人才政策等方面,总结了上海、广东、福建、江苏等省市促进“双自联动”建设的经验做法;结合北京的区域特点并借鉴其他省市的经验,从顶层设计、产业联动发展、金融服务与知识产权保护制度、人才环境优化等维度,提出促进北京“双自联动”建设的对策建议。

Promotes the free trade zone and the national independent innovation model district“double self-linking”the construction,realizes both superiority supplementarily,complements each other,is advances Beijing economy high grade development the important way.The construction of“double selflinkage”helps to expand opening up and making good use of domestic and international resources;helps to complement each other's advantages and form the superposition effect of“1+1>2”;helps to give play to the demonstration effect and create a new engine for economic development.Beijing Free Trade Zone was recently approved by our country in 2020,and the linking construction with Zhongguancun Independent Innovation Demonstration Zone needs to be strengthened.Based on this,this paper expounds the role and position of“double self-linkage”construction in Beijing's high-quality development;summarizes the experience and practices of Shanghai,Guangdong,Fujian,Jiangsu and other provinces in promoting the construction of“double self-linkage”,from the aspects of implementation plan formulation,industrial linkage development,scientific and financial innovation,intellectual property protection and talent policy;puts forward countermeasures and suggestions to promote the construction of“double self-linkage”in Beijing from the dimensions of top-level design,industrial linkage development,financial services and intellectual property protection system,talent environment optimization and so on,Combined with the regional characteristics of Beijing and the experience of other provinces and cities.
