健康中国战略下健康养老产业投融资机制优化研究

Research on Optimizing the Investment and Financing Mechanism of the Elderly Health Care Industry in Accordance with Healthy China Strategy

“健康中国战略”和“积极应对人口老龄化国家战略”背景下,健康养老产业面临重要的发展机遇,对于健康养老产业发展的研究越来越成为一个热点。论文总结我国健康养老产业投融资机制现状,剖析存在的问题,认为优化我国健康养老产业投融资机制应坚持以下原则:增加产业有效供给、满足产业需求,厘清政府与市场职责边界,构建政府引导下的多元主体参与机制,完善对非政府主体激励机制,创新融资机制等;提出健康养老产业投融资机制优化的具体政策建议,包括完善健康养老产业财政支持,强化激励、提高社会资本投资积极性,区分健康养老服务类型构建不同的投融资体系,推动保险公司成为健康养老产业重要的投融资主体,推广政府与社会资本合作(PPP)在健康养老产业中的应用等。

In accordance with the“Healthy China Strategy”and“Positive Response to the Population Ageing”,the health care industry is facing important opportunities of development.Researches on the development of the elderly health care industry is becoming a hot spot.This paper summarizes the status quo of investment and financing mechanism in Chinese elderly health care industry and analyzes the existent problems.It claims that the optimization of investment and financing mechanism in Chinese elderly health care industry should adhere to the following principles:the principle of promoting effective supply in meeting industry demand;the principle of clarifying the boundary between government and market responsibility;the principle of upholding multiple subject participation under governmental guidance;the principle of consummating the incentive of the non-government subject;the principle of innovating the financing mechanism.Moreover,it offers concrete proposals regarding the policies of optimizing investment and financing mechanism such as increasing the financial support to the elderly health care industry;strengthening the incentive mechanism in promotingsocial capital investment;establishing different investment and financing system according to the service sectors;encouraging the insurance company to function as principal investment and financing institution;advocating the application of Public-PrivatePartnership(PPP)in the elderly health care industry.
