O2O模式的区县养老“一站式”服务平台搭建研究——以安徽省颍上县为例

Research on the Construction of“One-stop”O2O Service Platform for Elderly Care at District and County Level——A Case Study of Yingshang County,Anhui Province

随着老龄化程度的加深,养老服务需求急剧增长并呈现出多样化特征,养老服务信息平台的搭建在一定程度上能够满足多样化的养老需求。本文以安徽省颍上县为例,从探讨区县养老服务平台构建的供需出发,分析区县养老服务平台建设面临的老人操作困难,传统观念保守;政策监管缺乏,资金来源单一;专业人才匮乏,利益保障缺位等困境,最后设计模块化养老平台,将政府、老人、服务提供方和运营商等多元化参与主体连接起来,并根据老年人的实际需求进行线上定制、线下服务,构建符合区县老人需求的养老服务平台。

With the aggravation of population aging,the demand for old-age care services increases sharply and presents diversified characteristics.The establishment of old-age care service information platform can meet diversified needs for old-age care to a certain extent.This paper conducts a case analysis of Yingshang County,Anhui Province,it sets out discussion on the supply and demand of old-age service platform construction,gives analysis on the difficulties and predicaments confronted in constructing the platforms including convenience in operation,traditional conservative ideas;the absence of policy supervision and single source of funds;insufficient professionals,the absence of benefits safeguard and etc.Eventually,a modular old age care platform is designed to connect the government,the elderly,service providers,operators and other diversified participants in order to offer online and offline customized services according to the actual needs of the elderly,and build a elderly care service platform that meets the needs of the elderly in districts and counties.
