摘要
目的了解静安区社区健康咨询服务点的工作现状及存在问题,为进一步规范和提升咨询点的服务能力提供依据。方法采用现场观察和问卷调查的方法,由经过统一培训的调查员上门调查咨询点负责人,并现场查看软、硬件设备、运行情况等。结果截至调查时,静安区共有264个咨询点在运营,12.88%归属于社区卫生服务机构,85.61%归属于居委,共配备527名咨询员。绝大部分按照规范要求开展,完成率较好,但还是存在登记内容缺失甚至不登记(23.08%)、咨询员培训率(55.38%)有待提高等问题。在咨询员来源、提供健康宣教等服务与存在缺乏技能等困难,以及建议做好组织发动并提高咨询水平等方面,归属社区卫生服务机构和归属居委的咨询点有显著性差异。结论健康咨询服务点对开展居民健康教育起到重要作用。为了更好地满足居民对健康的需求,针对健康咨询服务点存在的问题,需进一步完善咨询点运行机制以及服务形式多样化。
Objective To understand the working status and existing problems of community health consultation service points in Jing’an District,and to provide a basis for further standardizing and improving the service capacity of consultation points.Methods The method of on-site observation and questionnaire survey is adopted,and investigators who have been uniformly trained visit the person in charge of the consulting point,and check the software and hardware equipment and operation situation on site.Results At the time of the survey,there were a total of 264 consultation points in operation in Jing’an District;12.88%belonged to community health service agencies;85.61%belonged to neighborhood committees;a total of 527 consultants were assigned.Most of points were carried out in accordance with the specifications and the completion rate was good,but there were still problems such as lack of registration content or even non-registration(23.08%),and the consultant training rate(55.38%)need to be improved.At the source of counselors,the provision of health education and other services,the lack of skills and other difficulties,the suggestions for organizing and launching and improving the level of consultation,and other things,there are statistical differences between the consultation points belonging to community health service agencies and those belonging to neighborhood committees.Conclusion Health consultation service points play an important role in the development of residents’health education,but in order to better meet residents’health needs,in view of the problems existing in health consultation service points,it is necessary to further improve the operation mechanism of the consultation points and diversify service forms.
