近年来,我国在宏观经济发展大势向好的情形下,也面临着结构性、体制性、周期性等诸多问题带来的困难.2020年蔓延全球的新冠肺炎疫情至今难以有效控制,加之一些国家单边主义、保护主义盛行,世界经济陷入衰退已成定局.国内外困难因素叠加导致内需和外需的增速下降,经济下行压力不断加大.所以,我国适时提出构建国内国际“双循环”新发展格局,以应对危机和挑战.在对当今时代背景简要分析的基础上,充分阐述了“双循环”新发展格局的科学内涵,并提出了构建新发展格局的实施路径,以推动我国经济的高质量发展.

In recent years,with the general positive trend of China’s macro economy development,our country is confronted with structural,systematic and periodic problems.The COVID-19 pandemic has not been effectively controlled by now,and unilateralism and protectionism are prevalent in some countries.It is a foregone conclusion that the world economy will fall into recession.The superposition of domestic and overseas difficult factors lead to a decline in the growth of domestic and external demand,and the downward pressure on the economy keeps increasing.In this circumstance,our country proposes the new development pattern of domestic and international“dual circulation”to deal with the crises and challenges.On the basis of a brief analysis of current background,this paper fully expounds the scientific connotation of the new development pattern of“dual circulation”,and puts forward the implementation path of building the new development pattern,so as to promote the high-quality development of China’s economy.
