区域影像协同平台建设及运营模式的研究

Research on Construction and Operation Mode of Collaborative Platform for Regional Medical Imaging

目的研究区域医学影像协同平台(以下简称"平台")的架构、建设内容及应用产生的效益。方法建设区域医学影像专网,连接区域内医疗机构,建设区域影像云,实现区域内医学影像的远程诊断与会诊。结果平台自2015年启动运行以来,截至2021年5月份,涵盖医院总数30家,其中二级及以上医院4家,一级医院26家,为顺义区内患者完成拍片及远程诊断170万人次,并开展了超过5万次远程诊断。结论平台的建设与应用为顺义区引入了"拍片在基层、诊断在上级"的新型医疗服务模式,推动了区内医疗资源优化配置。受益于远程诊断与远程会诊结合新型医疗服务,乡镇患者实现了"小病不出门",近5年服务人次超百万,为基层患者节省交通及误工等相关费用总金额超千万元。

Objective To study the framework, construction, application benefits of regional medical imaging collaborative platform.Methods Through the construction of the private network for regional medical imaging to connect the medical institutions within the region and build the regional imaging cloud, so as to realize remote diagnosis and consultation services. Results Since the platform started operation in 2015, as of May 2021, it had covered 30 hospitals, including 4 secondary hospitals and 26 primary hospitals,completed examination and remote diagnosis for 1.7 million patients in Shunyi District, and carried out more than 50000 times of remote consultations. Conclusion The construction and application of the platform introduced the new medical service model into Shunyi District, which allows patient to have examination in local and have remove diagnosis at the higher-level hospital. The new service model promotes the optimal allocation of medical resources in the district. Benefiting from the combination of telediagnosis and remote consultation, which has served more than one million patients in the last five years, patients in villages and towns have realized "no going out for minor diseases". The total amount of transportation cost and charge for loss of working time saved for grass-roots patients by the new service model exceeds 10 million yuan.
