湖北省城乡客运一体化发展政策研究

Research on Integrated Development Policy of Urban and Rural Passenger Transport in Hubei Province

通过深入掌握全省农村客运“村村通客车”发展现状与问题、乡镇综合运输服务站建设及运行、城乡客运一体化奖补政策使用情况,聚焦问题,提出加强城乡统筹规划、加快推进乡镇综合运输服务站建设、提升客运服务品质、规范经营主体、健全市场监管体系等发展思路;从政策视角提出完善省市县三级农村客运长效机制、强化省级专项资金使用、完善农村客运燃油税补助政策、引导企业创新发展做强、加大综合服务站政策支持等五项建议,以期推进全省城乡客运一体化高质量发展。

Through an in-depth look at the development status and problems of the"bus-to-village"program in Hubei,the construction and operation of the township comprehensive transport service stations,and the use of the comprehensive urban-rural passenger transport reward and subsidy policies,we proposed to strengthen the overall planning of urban and rural areas,speed up the construction of township comprehensive transportation service stations,improve the quality of passenger transport services,standardize business entities,and improve the market supervision system.Next,from a policy-making perspective,we brought forward five suggestions including perfecting the province-city-county three-level rural passenger transport long-effect mechanism,stressing the utilization of province-level dedicated funds,improving the rural bus fuel tax subsidy policy,guiding the enterprises to innovate and develop stronger,and increasing policy support for the comprehensive service stations,etc.,so as to promote the high-quality development of urban and rural integrated passenger transport system in Hubei.
