摘要
实现两岸关系的制度化是祖国大陆对台工作的重要目标之一。回顾和总结两岸协商谈判30年来的经验,对于两岸关系和平发展达成制度性安排的民主协商具有借鉴和启示意义。在推进两岸关系和平发展制度化的过程中,必须在一个中国原则的基础上开展平等协商;必须充分考虑两岸实力对比的不对称性和两岸诉求重心的差异性,作出合情合理的安排。两岸协商谈判从单纯的经济领域拓展至社会领域,乃至暗含了具有相当敏感度的政治议题,已经产生溢出效应。因此,应当充分发掘两岸既有谈判成果的潜在资源,从而为更大范围内的两岸政治对话和谈判积累经验,为未来两岸关系和平发展制度性安排的突破奠定基础。
The institutionalization of cross-Strait relations is one of the important objectives of the Mainland s work on Taiwan.Reviewing and summarizing the experience of cross-Strait consultation and negotiation in the past 30 years has reference and enlightenment significance for the democratic consultation of reaching institutional arrangements for the peaceful development of cross-Strait relations.In the process of promoting the institutionalization of the peaceful development of cross-Strait relations,equal consultation must be carried out on the basis of the One China Principle.Fully considering the asymmetry of cross-strait strength comparison and the difference of cross-Strait appeal focus,we must make reasonable arrangements.Cross-Strait consultations and negotiations have expanded from the simple economic field to the social field,and even implied quite sensitive political issues,which has produced spillover effects.Therefore,we should fully explore the potential resources of the existing results of cross-Strait negotiations,so as to accumulate experience for cross-Strait political dialogue and negotiations in a wider range,and lay a foundation for the breakthrough of institutional arrangements for the peaceful development of cross-Strait relations in the future.
