台湾地区第三势力生存发展空间研究——以台湾民众党为中心

Study on the Survival and Development Space of the Third Force in Taiwan Region:Centered on the pepole in Taiwan’s Party

台湾地区第三势力主要指“蓝绿阵营”之外的党派和社会运动组织。当代台湾地区政治转型和社会变迁给政党型第三势力的生存提供了一系列制度保障。虽然现行立法机构选举制度中的单一席位选区设计严重挤压第三势力的发展空间,但比例代表制的制度安排和多元民意基础仍对第三势力发展起到正面鼓励作用。以民众党为例,被称为“白色力量”的民众党,代表了民进党治理无能而国民党制衡无力下第三势力的异军突起。目前,民众党因其务实问政和强力监督而获得民众肯定,政党支持度一路走高。未来民众党的发展不仅取决于自身组织形态和岛内制度性因素,还取决于对两岸情势的判断及两岸政策的调整。

The third forces in Taiwan mainly refer to parties and social movement organizations outside“the blue and green camps”.The political transformation and social changes in contemporary Taiwan provide a series of institutional guarantees for the survival of the party-typed third force.Although the design of single seat constituency in the current legislative election system has seriously squeezed the development space of the third force,the institutional arrangement of proportional representation and the basis of multiple public opinion still play a positive role in encouraging the development of the third force.Taking the People's Party as an example,the People's Party,known as“the white force”,represents the emergence of the third force under the incompetence of the Democratic Progressive Party in governance(DPP)and the weakness of Kuomintang(KMT)in checks and balances.At present,the People's Party has been affirmed by the people because of its pragmatic politics and strong supervision,and the support of the political party has increased all the way.The future development of the People's Party depends not only on its own organizational form and institutional factors on the Island,but also on the judgment of the cross-Strait situation and the adjustment of cross-Strait policies.
