台湾地区申请加入CPTPP的动机与困境

Analysis on the Motivation and Dilemma of Applying for CPTPP in Taiwan

台湾地区近来积极谋求加入CPTPP,在“国际活动”中动作频频。台湾当局认为,加入CPTPP不仅有助于突破长期以来所谓的“被大陆打压的经济困境”,缓解岛内经济颓势、转移舆论压力,还能够借此拓展“国际空间”,寻求“国际存在感”,进行谋“独”活动。台湾地区申请加入CPTPP具有浓厚的政治意图。然而,无论是出于两岸经济实力、政治影响力对比,还是出于CPTPP内部规则和美、日等国的现实考虑,台湾当局寻求加入CPTPP都很难获得实质性突破。基于此,台湾当局应顺应两岸关系向前发展的时代潮流和两岸统一的历史大势,只有在尊重一个中国原则和坚持“九二共识”的基础上积极寻求与大陆协商和对话,才有可能参与到区域经济合作中。

Recently,Taiwan has actively sought to join the CPTPP and has made frequent moves in“international activities”.The Taiwan authorities believe that joining the CPTPP will not only help break through the so-called“economic dilemma suppressed by the mainland”for a long time,alleviate the island s economic decline and transfer the pressure of public opinion,but also expand“the international space”,seek“the sense of international existence”and carry out activities for“independence”.Taiwan s application to join the CPTPP has strong political intention.However,whether out of the comparison of cross-Strait economic strength and political influence,or out of the internal rules of the CPTPP and the practical considerations of the United States,Japan and other countries,it is difficult for the Taiwan authorities to make a substantive breakthrough in seeking to join the CPTPP.Based on this,the Taiwan authorities should comply with the trend of the times for the forward development of cross-Strait relations and the historical trend of cross-Strait reunification.Only by actively seeking consultation and dialogue with the mainland on the basis of respecting the One China Principle and adhering to“the 1992 Consensus”can they participate in regional economic cooperation.
