建设用地“增存挂钩”机制的模型解析与优化--基于边际分析方法 被引量:1

摘要 文章基于经济学边际分析与数学模型分析方法,解析现行建设用地“增存挂钩”机制的内在机理。研究发现:“增存挂钩”机制通过存量土地处置规模直接决定新增计划指标数量的方式,实现地区存量土地处置成本与新增计划指标收益相关联,从而具备由最有效的存量土地处置规模核算得到最优新增计划指标量的可能性。但是,在节约集约用地水平高的地区,现行挂钩规则可能无法核算得到最优增量,不能充分发挥该机制的激励作用。针对可能出现的政策失灵问题,建议通过优化新增计划指标核算规则和探索建立“增存挂钩”机制下新增计划指标跨区域交易机制两种途径,提升“增存挂钩”机制在节约集约用地水平较高地区的实施效率。 Based on the marginal analysis of economics and the mathematical model analysis method,the article analyzes the internal mechanism of the current construction land"Increment and Stock Linkage"mechanism.It is found that the"Increment and Stock Linkage"mechanism directly determines the number of new plan indicators through the disposal scale of stock land,to implement the correlation between the disposal cost of regional stock land and the revenue of newly added plan indicators,and thus it is possible to obtain the optimal newly added plan indicators from the most effective accounting of the disposal scale of stock land.However,in the areas with a high level of optimal and intensive land use,the current linkage rules may not calculate the optimal increment and give full play to the incentive effect of the mechanism.In view of the possible policy failure,it is suggested to optimize the accounting rules of the newly added plan indicators and explore the establishment of a cross-regional trading mechanism of newly added plan indicators under the"Increment and Stock Linkage"mechanism,to improve the implementation efficiency of the"Increment and Stock Linkage"mechanism in areas with a high level of economic and intensive land use.
