The Evolution,Practical Value and Realization Path of the Thought of Common Prosperity

共同富裕不仅是经济问题,而且是政治问题、社会问题。中国取得了脱贫攻坚、消除绝对贫困、全面建成小康社会的伟大成就,但地区之间、城乡之间、行业之间的贫富差距依然较大,直接影响到脱贫攻坚和全面建成小康社会成果的巩固。实现共同富裕是中华民族几千年来的理想和追求,更是马克思主义的本质属性。中国共产党从成立之日起,汲取中华文化中共同富裕思想精华,将马克思主义共同富裕思想中国化,以“有效市场”“有为政府”“有爱社会”的“三轮”驱动,发挥“看不见的手”“看得见的手”和“仁慈之手”“三手”作用,有机结合“自然选择”“制度安排”“道德力量”,使“竞争”“制度”“信任”三力并发,既做大做好“蛋糕”,又切好分好“蛋糕”,辅之以奉献分享“蛋糕”,扎实推进共同富裕。应明晰产权但必须摒弃新自由主义,大力发展实体经济,为市场主体营造一个和谐、稳定的营商环境,尊重企业家和先富起来带动后富的人,完善收入分配制度,构建共同富裕的公共政策体系,破除平均主义观念,实现物质和精神上的共同富裕,以现代科学技术赋能,在高质量发展中促进共同富裕实现。

Common prosperity is not only an economic problem,but also a political and social problem.China has made great achievements in eradicating poverty,eliminating absolute poverty and building a well-off society in an all-round way.However,the gap between the rich and the poor between regions,between urban and rural areas and between industries is still large,which directly affects the consolidation of the achievements in eradicating poverty and building a well-off society in an all-round way.Achieving common prosperity is China's ideals and pursuits for thousands of years,and is also the essential attribute of Marx doctrine.The people centered China Communist Party has absorbed the essence of Chinese common prosperity in the Chinese culture since its founding,and has nationalism of Marx's thought of common prosperity,driven by"three wheels"of"effective market","promising government"and"loving society".Give play to the role of"invisible hand","visible hand"and"benevolent hand"and"three hands",organically combine"natural selection","institutional arrangement"and"moral power",so as to make the"competition","system"and"trust"concurrent,not only expand and do a good job in the"cake",but also cut and divide the"cake",supplemented by dedication and sharing the"cake",so as to solidly promote common prosperity.This paper suggests that we should clarify property rights,but we must abandon neoliberalism,vigorously develop the real economy,create a harmonious and stable business environment for market subjects,respect entrepreneurs and people who get rich first and drive the latter,improve the income distribution system,build a public policy system for common prosperity,get rid of the concept of equalitarianism,and realize common prosperity in material and spirit.With the empowerment of modern science and technology,we will promote the realization of common prosperity in high-quality development.
