化工企业人的本质安全管理研究

2019年3月,江苏省盐城市响水县天嘉宜公司发生了化工大爆炸造成重大人员伤亡和经济损失。盐城沿海地区中小化工企业居多,安全隐患多,事故频繁,化工爆炸发生后,江苏省及盐城市相继出台了相关化工行业安全整治提升的政策要求。A化工公司位于盐城市阜宁县,也于2019年3月25日停产并进行了为期超过1a的安全生产整治提升项目,直至2020年6月通过盐城市安全复产验收并得到正式复产的批复。对A公司安全管理工作存在的问题,采用目前科学,系统且有效的安全管理理论并结合相关的如鱼刺图等质量管理工具,对问题进行分析。

In March 2019,a chemical explosion occurred in Tianjiayi Company,Xiangshui County,Yancheng City,Jiangsu Province,causing heavy casualties and economic losses.There are many small and medium chemical companies in the coastal areas of Yancheng,with many potential safety hazards and frequent accidents.After the chemical explosion,Jiangsu Province and Yancheng have successively issued relevant policies and requirements for the improvement of safety in the chemical industry.Chemical company A is located in Funing County,Yancheng City,also in 2019 Production was suspended on March 25,2010 and a safety improvement improvement project was carried out for more than one year,until the acceptance of the safety resumption of production in Yancheng City in June 2020 and the official resumption of production approval.The article analyzes the problems existing in the safety management work of A company,adopts the current scientific,systematic and effective safety management theory and combines related quality management tools such as fishbone diagrams to analyze the problems.
