土地要素价格对城市产业转型升级的影响及其溢出效应--基于长江三角洲城市群的实证研究 被引量:10

摘要 研究目的:刻画、分析土地价格对城市产业转型升级的本地与溢出影响。研究方法:空间计量模型。研究结果:(1)城市之间的产业转型升级存在显著的负向互动影响,城市间的产业转型升级并未出现协同演进,相反,演变过程呈现出类似“零和博弈”的特点。(2)总体层面上,土地价格的提升推动了本城市产业的转型升级,但抑制了周边城市产业转型升级,不利于区域产业转型升级的整体演进。(3)分用途层面上,商服、住宅用地价格的提升未能有效促进本城市产业转型升级,但对周边城市的产业转型升级产生了明显的负向影响;工业用地价格的提升有利于促进本城市产业转型升级,但对周边城市的产业转型升级没有明显影响。研究结论:政策工具层面,对于经济发展水平较低的城市,可以适度提升其工业用地价格;对于较高的城市,则可以降低其商住用地价格,以促进产业转型升级。制度安排层面,应通过财税、政绩考核、土地制度等一系列制度的联动改革,减轻土地要素价格形成机制的扭曲,以促进产业转型升级。 The purpose of this study is to depict and analyze the impact of land price on urban industrial transformation and upgrading and its spillover effects.The research method of spatial econometric model is used.The results show that:1)there is a remarkably negative interaction impact on the industrial transformation and upgrading among cities,with no co-evolution featuring zero-sum game.2)At the overall level,the increase of land price promotes the transformation and upgrading of the urban industry,but produces significant negative spillover effects,which is not conducive to the coordinated evolution of regional industrial transformation and upgrading.3)At the different usage level,the increase of commercial and residential land price fails to effectively promote the industrial transformation and upgrading of the city,but exert an obvious negative impact on the industrial transformation and upgrading of surrounding cities.The increase of industrial land price is conducive to promoting the industrial transformation and upgrading of the city,but it has no significant impact on the industrial transformation and upgrading of surrounding cities.In conclusion,in terms of policy tools,for cities with low or high level of economic development,the prices of industrial,commercial and residential land in corresponding cities can be moderately increased or reduced,respectively,which is conducive to promoting industrial transformation and upgrading.In terms of institutional arrangement,the linkage reform of a series of systems such as finance and taxation,performance assessment and land institutions should be implemented,to reduce the distortion of land price formation mechanism and promote industrial transformation and upgrading.
