基层官员善治动机的价值取向、影响机制与治理路径--以天伦锦城社区成功阻击新冠肺炎疫情为例

Value Orientation,Influence Mechanism and Path Choice of Good Governance Motivation of Grassroots Officials--Taking the Tianlun Jincheng Community Blocking the COVID-19 Pandemic as an Example

基层善治是应对重大危机的有效治理模式,其微观基础是激发基层官员善治动机并探索建立善治路径。本文以天伦锦城社区成功阻击新冠肺炎疫情为研究案例,揭示在重大危机情境下基层官员善治动机的价值取向及影响机制,构建生成基层善治动机的治理路径。案例分析显示:(1)“敢担当”“善作为”是基层官员善治动机的核心价值取向。(2)善治动机的主要影响因素分布在环境层、制度层和个体层。其中正向激励因素体现为人力资本与心理资本的协同交互、社会资本与组织资本的共同支撑;反向激励因素包括正式制度下的问责监督和非正式的舆论监督;而抑制因素体现为重大危机的环境属性、资源有限性以及激励的非持续性。(3)以基层党建构筑善治动机的价值引领、以多元共治维持善治动机的价值协同和以治理创新支撑善治动机的价值创造,是在重大危机中激发基层官员善治动机的关键治理路径。

Good governance at the grassroots level is an effective governance model to deal with major crises,and its micro-foundation is to stimulate the motivation of grassroots officials for good governance and to explore ways to establish good governance.This paper takes the Tianlun Jincheng community as a research case,reveals the value orientation and influence mechanism of grassroots officials’good governance motivation in major crises,and constructs the governance path that generates good governance motivation.The conclusions are shown as follows.Firstly,“dare to take responsibility”and“do good deeds”are the core value orientation of grassroots officials’good governance motivation.Secondly,the main influencing factors of good governance motivation are distributed at the environmental,institutional and individual level.Among them,the positive incentive factors are the interaction of human capital and psychological capital,and the support of social capital and organizational capital;the reverse incentive factors include accountability supervision under the formal system and informal public opinion supervision;while the inhibitory factors are reflected in the environmental attribute of major crises,limited resources and the non-sustainability of incentives.Thirdly,value guidance of the construction of the Communist Party of China,value coordination of multiple co-governance and value creation of governance innovation constitute an important governance path for the good governance motivation of grassroots officials in major crises.
