政府干预与食品产业发展效率--基于地方政府竞争视角

Government Intervention and Development Efficiency of Food Industry—From the Perspective of Local Government Competition

本文基于地方政府竞争视角,选取2005—2015年省级面板数据,测度中国省级食品产业发展效率,并通过实证分析揭示政府干预对食品产业发展效率的影响及其空间溢出效应。研究结果表明:中国整体食品产业发展效率在样本期内仍处于较低水平,且具有显著的空间非均衡特征。在不考虑地方政府竞争时,政府干预对食品产业发展效率具有抑制作用;考虑地方政府竞争后,政府干预不仅负向影响本地区食品产业发展效率,而且对邻近地区食品产业发展效率具有负向的空间溢出效应。这表明现阶段应注重政府监管模式改革,坚持监管投入增加与监管质量提升并举,同时推动治理模式多元化。

Based on the provincial panel data from 2005 to 2015,this paper measures the development efficiency of the food industry in China,and reveals the impact of government intervention on the development efficiency of the food industry and its spatial spillover effect through empirical analysis.It is shown that the overall efficiency of food safety regulation in China is still at a low level,and it has a significant spatial imbalance.When local government competition is not considered,government intervention has a negative impact on the development efficiency of the food industry;after considering local government competition,government intervention not only inhibits the development efficiency of the food industry,but also has a negative spatial spillover effect in neighboring regions.Therefore,at present,China should pay more attention to the reform of government supervision modes,adhere to the increase of supervision investment and the improvement of supervision quality,strengthen regional cooperation and exchange,promote the diversification of governance modes,and improve the development efficiency of the food industry.
