摘要
大规模风能资源开发是碳达峰、碳中和目标的关键选择,面向生态文明建设,须促进风电与国土空间和生态环境开发保护的融合发展。本文回顾了风电场建设运行对生态环境和气候影响的研究进展,梳理总结丹麦和德国对于生态环境友好型风电场规划管理的经验,并在借鉴国际经验基础上,提出了我国加强生态环境友好型风电场规划、建设和管理的政策启示。
Large-scale wind power development is a key choice for China's carbon neutrality target.The construction of ecological civilization also requires the integration development model of wind power,territory and ecological environment.This paper reviews the research progress on the eco-environmental and climate impact of wind farms construction and operation,summarizes the experience of Denmark and Germany in the spatial planning,construction and management of eco-environment friendly wind farms,and puts forward five policy suggestions for China's wind power development.
