基于模糊综合评价法的石化企业事故应急能力评估方法研究 被引量:10

The Evaluation Method of Petrochemical Enterprise Accident Emergency Capability based on Fuzzy Comprehensive Evaluation Method

摘要 石化企业由于其物料存在易燃易爆特性,工艺过程伴随高温高压,物料存储量较大.一旦发生事故,应急处理不当将会引起群死群伤.石化企业应急能力系统是一个复杂的多因素、多变量、多层次的系统,影响石化企业事故应急能力的因素往往是众多而复杂的.采用模糊综合评价法构建了石化企业事故应急能力评估体系,以石化企业从事前监测预备能力、事中应急处置能力、事后恢复总结能力三方面建立石化企业事故应急能力评估指标体系,体系分为3个准则层,9个二级评估指标和31个三级评估指标.将此方法应用于某石化企业,结果表明,可分析企业应急能力整体水平,并能识别出具体指标项目的薄弱环节. Due to the inflammable and explosive characteristics of the materials in petrochemical enterprises,the process is accompanied by high temperature and high pressure,and the material storage is large.Once an accident occurs,improper emergency treatment will cause mass casualties.The emergency capability system of petrochemical enterprises is a complex multi factor,multi variable and multi-level system.The factors that affect the emergency capability of petrochemical enterprises are often numerous and complex.In this paper,the fuzzy comprehensive evaluation method is used to build the evaluation system of petrochemical enterprise's accident emergency capability.The evaluation index system of petrochemical enterprise's accident emergency capability is established from three aspects of petrochemical enterprise's pre monitoring and preparation capability,in-process emergency disposal capability and post recovery and summary capability.The system is divided into three criteria layers,nine secondary evaluation indexes and 31 tertiary evaluation indexes.This method is applied to a petrochemical enterprise,and the results show that it can analyze the overall level of enterprise emergency capability and identify the weak links of specific index items.
