自媒体时代国家在公共讨论中的角色

The Role of State in Public Discussion in the We-Media Era

互联网的诞生,使每个人都获得了进入公共讨论的入场券;自媒体的形成,使每个人都拥有了在公共讨论中发声的麦克风。自媒体时代为公共讨论带来了新的宪法期待,然而在自媒体时代的传播规则下,沉默螺旋的失控,削弱了自媒体公共讨论中的理性声音;沉寂化效应的增强,侵蚀了自媒体公共讨论中的言论自由。这给国家介入公共讨论提供了动因,但国家的介入应具有目的正当性,以一定的限度在宪法框架内对利用自媒体传播特性滥用言论自由的行为加以规制,从而在自媒体时代找到并建立起符合自媒体社会秩序的民主本身。

The birth of the Internet enables individual’s participation in reality,the emergence of wemedia era allows people to voice.However,discourse is power.Under the orders of communication in the age of we-media,the spiral of silence has weakened rational voices in public discussions;the enhancement of silenced speech has eroded the freedom of expression in we-media era.Online unrest is becoming a trigger for dis-stability in real life.While this situation provides motivation for the state to intervene in public discussion,the state's intervention should be purposefully justified.The goal of the state's intervention in the public discourse on we-media platforms is to find and reach a democracy in the age of we-media that conforms to the social order of we-media.
