基于PPP模式的传统古村落保护性开发案例研究

A Case Study on the Protective Development of TraditionalAncient Villages Based on PPP Model

传统古村落保护性开发过程中融资与管理问题日益凸现,政府与社会资本合作模式(PPP模式)作为国家大力倡导的模式,为古村落保护性开发融资提供了新思路。在探讨古村落保护性开发运用PPP模式必要性基础上,选取3个成功案例,阐明PPP模式保护性开发的具体内容,剖析符合中国国情的古村落保护性开发PPP项目运作方式,并以江苏省南京市杨柳村为例,通过实地访谈和问卷调研,提出采用PPP模式重塑杨柳村保护性开发相关方案,探究古村落保护性开发PPP模式的具体路径。

Problems of financing and management in the process of protective development of traditional ancient villages havebecome increasingly prominent.The public-private partnership(PPP)mode,as a mode vigorously advocated by the state,providesa new way of financing for the protective development of ancient villages.Therefore,on the basis of discussing the necessity ofusing PPP mode in the protective development of ancient villages,three successful cases are selected to clarify the specific contentsof protective development in PPP mode and expound the operation mode of PPP project in the protective development of ancientvillages in line with China’s national conditions.The Willow Village in Nanjing of Jiangsu Province is selected as a case,throughfield interviews and questionnaire surveys,the design for the relevant scheme of reshaping the protective development of WillowVillage by using PPP mode is proposed.Then,the specific path of how to use the PPP mode in protective development of ancientvillages is explored.
