论应对重大疫情决策支持系统的完善--基于国家治理现代化和整体性治理的分析

On the Improvement of Decision Making and Supporting System for Major Epidemics:A Case Study of National Governance Modernization and Holistic Governance

加强应对重大疫情决策支持系统的建设是我国加强重大疫情防控体系建设中的重要工作。在国家治理现代化和整体性治理视野下,现有应对重大疫情决策支撑系统运行机制存在着数据监测体系的机构设立不全、机构责权及机构协同机制有待完善,缺乏对监控数据应有的研判,队伍的素质达不到要求,缺乏有效的激励机制等问题。必须增强复杂性时代和风险社会应有的底线意识和警觉,进一步织密重大疫情监测网,通过信息系统和咨询系统的机制建设,提高应对重大疫情决策支撑的专业化适时分析能力,以及综合的集中研判能力。

the development of decision making and supporting system to address major epidemics is a priority task in strengthening the prevention and control of major epidemics in China.In the perspective of national governance modernization and holistic governance,problems exist:systems for monitoring data are unsound,the balance between power and responsibility in institutions and organizations is unclear,the judgement for monitored data is lacked,the knowledge,ability and quality of people cannot meet the requirements,and the incentive mechanism remains inadequate and so on.Therefore,it is necessary to adopt a mentality against the worst-case scenario in a time of complexity and risks,to further strengthen the network of major epidemic monitoring,and to improve our ability of assessment and judgement in the decision making when major epidemics occur through the development of information and consultation system.
