城市基本公共文化服务的社会效益评估——以西安为例

Research on Social Benefit Evaluation of Urban Basic Public Cultural Services:Taking Xi’an City as an Example

正确认识和科学评估政府基本公共文化服务投资产生的社会效益,对促进公共文化服务均等化发展,提高全民文化素养,增强文化自信具有重要的现实意义。文章基于西安市调查数据,运用选择实验法,构建混合对数模型,对城市基本公共文化服务的社会效益进行评估分析。结果表明:政府支持建设的基本公共文化服务产生了巨大的社会效益;居民对基本公共文化服务各项属性都有强烈的支付意愿,主城区居民的支付意愿普遍高于非主城区居民;服务多样性以及服务体验表现为系统性特征,机构数量与开放时间则体现出随机性特征;个体特征变量会影响消费者对基本公共文化服务的效用水平。研究结论对基本公共文化服务的管理决策具有一定的指导意义。

Correct understanding and scientific evaluation of the social benefit generated by the government’s investment in basic public cultural services is of great practical significance to promote the impartial development of public culture,improve people’s cultural literacy,and enhance people’s cultural confidence.Based on a survey of Xi’an City’s public cultural services,and by means of the choice experiment method,this paper constructs a mixed logit model to evaluate the social benefit of urban basic public cultural services.The result shows that:The government-supported construction of basic public cultural services has produced great social benefit;local residents have strong willingness to pay for basic public cultural services,though downtown residents’willingness is generally higher than suburban residents’willingness;the service diversity and people’s impression of the services are characterized by systematization,while the number of institutions and the duration of opening are characterized by randomness;individual characteristic variables will influence how people appreciate basic public cultural services.Such could be of great significance to improve the management decision of basic public cultural services.
