数字环境下我国无障碍格式版跨境交换的构建

On the Cross-border Exchange of Accessible Format Copies in China in the Digital Era

面对数字时代无障碍格式版供给不足的现实窘境,我国亟待构建《马拉喀什条约》之下的跨境交换机制。通过分析《条约》以及日本无障碍格式版跨境交换的实施机制,数字时代下我国应确认图书馆为无障碍格式版跨境交换的被授权实体,完善法定送存制度,鼓励中国国家图书馆、中国盲文图书馆加入全球无障碍阅读联盟,同时建立图书馆无障碍格式版跨境交换的实施机制。

The right to acquire information is one of the basic human rights. In view of the insufficient supply of accessible format copies in China,it is necessary to establish a cross-border exchange system for accessible format copies and clear away obstacles in the ratification of The Marrakesh Treaty. Based on an analysis of The Marrakesh Treaty’s articles concerning cross-border exchange as well as Japan’s promotion of accessible format copies,this paper points out that China’s legal deposit system should be improved,libraries should be authorized as entities for the cross-border exchange of accessible format copies,a cross-border transmission mechanism for accessible format copies should be established,and both the National Library of China and China Braille Library should become members of and play a more active role in the Accessible Books Consortium.
