The History,Experience and Inspiration of the Chinese Communist Party in Leading the Cause of Reservoir Migration in New China

水库移民事业是新中国社会主义现代化建设的重要组成部分。70年来,新中国水库移民事业主要历经起步与探索、曲折与发展、恢复与提升、开启新时代新篇章等四个既一脉相承又各具特色的历史阶段。新中国水库移民事业蕴含着宝贵经验:必须坚持中国共产党的领导,必须坚持以移民为中心,必须对移民开展政治动员工作,必须保障移民及相关人民群众的各项权益,必须依法开展移民工作。推进新时代中国水库移民事业持续健康向好发展,需要构建科学的理论引领机制,建立健全动态评估机制,完善多元化协同参与机制,创新移民社区治理体系。

Reservoir migrants’resettlement is an important part of new China’s socialist modernization.In the past 70 years,reservoir migrants’resettlement in New China has mainly gone through four historical stages:starting and exploration,tortuous development,recovery and improvement,and opening a new chapter in a new era.There are valuable experiences in reservoir resettlement in New China:we must adhere to the leadership of the Communist Party of China,pay attention to the theoretical construction of reservoir resettlement,carry out political mobilization for migrants,protect the rights and interests of migrants and relevant people,and carry out resettlement according to law.To promote the sustainable and healthy development of reservoir migrants’resettlement in China in the new era,we need to build a scientific theoretical leading mechanism,establish and improve the dynamic evaluation mechanism,improve the diversified collaborative participation mechanism,and innovate the governance system of immigrant communities.
