健全“三治”结合的乡村治理体系的困境及其对策研究

Study on the Dilemma and Countermeasure of Building the Combination of "Three Governance" in Rural Governance System

乡村是国家的重要组成部分,国家治理要以乡村治理为出发点,健全自治、德治、法治的乡村治理体系是实施乡村振兴战略的重要推动力;是实现两个一百年奋斗目标的重要支撑;是适应我国社会主要矛盾的必然选择。随着城镇化的推进,我国正处在城乡加速融合的新时代,乡村社会发生了巨大的变化,乡村治理体系面临着新问题和新挑战。文章针对乡村现存问题提出健全乡村治理体系的对策,从加强乡村自治建设,夯实德治和法治基础;加强乡村德治建设,彰显德治的社会价值;加强乡村法治建设,保障自治、德治正常运行;协调推进自治、德治、法治建设,增强合力共治效果等方面入手,实现乡村治理有效的目标。

The countryside is an important part of the country,the national governance should take the rural governance as the starting point,the establishment of the rural governance system of total autonomy,rule by virtue and rule by law is an important driving force for the implementation of the strategy of rural revitalization;it is an important support to achieve the two hundred-year goals;it is an inevitable choice to adapt to the main contradictions in our society.With the advancement of urbanization,China is in a new era of accelerating the integration of urban and rural areas,and the rural society has undergone great changes,and the rural governance system is facing new problems and challenges.The participation of the rural autonomous masses is not high,the system of autonomy is not perfect;the traditional moral alienation of the countryside,the rise of unhealthy atmosphere;the awareness of the rule of law of the rural masses is generally not high,and the level of legal service is not high.This paper puts forward some countermeasures to improve the rural governance system,from strengthening the construction of rural autonomy,strengthening the foundation of rule by virtue and rule by law;strengthening the construction of rural rule by virtue,showing the social value of rule by virtue;strengthening the construction of rural rule by law,ensuring the normal operation of autonomy and rule by virtue;coordinating and promoting the construction of autonomy,rule by virtue and rule by law,and strengthening the effect of joint efforts to govern the country,so as to realize the effective goal of rural governance.
