以人为本的乡镇国土空间规划思考——以江山市峡口镇为例

Thoughts on Township Land Spatial Planning Based on People-Orientation--A Case of Xiakou Town of Jiangshan

新时期国土空间规划背景下,乡镇级总体规划目标和规模有新的要求,其规划内容和建设思路也逐步向全过程、全域化、全要素转变。本文以江山市峡口镇国土空间规划为例,在对全域全要素深入调查、研究并征求镇政府和有关部门意见的基础上,坚持"以人为本",对构筑良好的生态格局、统筹布局乡镇产业、完善城镇公用设施、严格镇村用地管控、改善区域道路交通和增加区域活力等方面提出规划思路和策略。旨在解决目前乡、镇、村区域存在的劳动力外流、资源利用率不高、老龄化等问题,为有效破解发展不平衡、不充分等问题做出尝试,为浙江省高质量发展建设共同富裕示范省在乡镇村层面打下坚实的基础。

Under the background of land spatial planning in the new era,the goal and scale of township-level overall planning have new requirements,and its planning content and construction ideas have gradually changed to the whole process,global and full elements.Taking the Township Land Spatial Planning of Xiakou Town,Jiangshan as an example,on the basis of in-depth investigation and research on the whole region and all factors,and soliciting opinions from the township government and relevant departments,adhering to the principle of people-orientation,the planning ideas and strategies are proposed from the aspects of constructing a good ecological pattern,coordinating the layout of township industries,perfecting urban public facilities,strictly controlling the land use of towns and villages,improving regional road traffic and increasing regional vitality,and so on.It aims to solve the current problems of labor outflow,low resource utilization and serious aging in township and village areas so as to effectively solve the imbalance and insufficiency of urban-rural gap,regional gap and income gap,and to lay solid foundation at the township and village level for the high-quality development and construction of common prosperity demonstration province in Zhejiang.
