中小城市近郊闲置小学改造养老设施的可行性探析——以大连旅顺口区为例

Exploration on the Feasibility of Transforming Idle Primary School in the Suburbs of Small and Medium-Sized Cities into Elderly Care Facilities--A Case of Lushunkou District in Dalian

近年来,随着出生率的下降和人口流失的增多,在中小城市的近郊地区,因生源不足而被迫闲置的小学屡见不鲜。同时随着该区域社会老龄化程度的逐年加深,将部分闲置小学改造为养老设施的构想也应运而生。本文以大连市旅顺口区为例,以城市近郊闲置小学为研究对象,从周边环境和交通便捷性、建筑结构和消防安全性、建筑空间改造适宜性三个方面分析改造的合理性,并通过对相关政策的解读和实际案例的分析来探析改造的可行性。论证表明,将中小城市近郊闲置的小学进行养老再利用可充分发挥旧有建筑的优势,能有效缓解城市养老压力,"老人上小学"具有切实的可行性。

In recent years,with declining birth rates and increasing population loss in suburban areas of cities,it has become common to see elementary schools that have been forced to bet idle due to a lack of students.At the same time,with the deepening of society aging year by year,the idea of transforming some of the unused elementary schools into elderly facilities has emerged.Taking Lushunkou District of Dalian as an example,the paper takes the idle elementary schools in suburban areas of the city as the research object,analyzes the rationality of the transformation in terms of the surrounding environment and traffic convenience,the building structure and fire safety,and the suitability of the building space transformation,and explores the feasibility of the transformation through the interpretation of relevant policies and actual case studies.The demonstration shows that the reuse of unused elementary school in the suburbs of small and mediumsized cities can give full play to the advantages of the old buildings and effectively relieve the pressure of urban retirement.The"elementary school for the elderly"has practical feasibility.
