With the emergence of the digital age,emerging information technologies represented by artificial intelligence,quantum information and blockchain have entered a high-speed development cycle.By establishing extensive links with social and economic life,emerging technologies are being embedded in human social life,and gradually showing great influence.Through the deep integration with existing structures in political,economic,military and other fields,emerging technologies are imperceptibly changing the underlying logic of the operation of these fields,and have a direct impact on the originally stable national security structure.This constitutes a new challenge to national security.Only by clarifying the influence scope and path of emerging technology security risks,can the international community establish an effective governance system through consultation and build a new security framework that meets the requirements of the age.
