“多规融合”角度下的水生态空间重塑

Water ecological space from perspective of multi-plan integration

水生态空间既是城镇的生态屏障,也有助于推动地方特色经济的发展。以元谋县龙川江滨江绿廊规划为例,在长江上游金沙江干热河谷生态环境的背景下,提出“水生态缓冲区”的概念,通过确权划界、统筹规划、多元融合等工作路径,站在多规融合的视角,将水生态涵养、水环境保护的需要与城市娱乐休闲功能的需求相结合,注入地方历史文化元素,实现居民亲水自由,既满足龙川江行洪安全通畅,又能促进元谋县土地开发建设的目标,在生态与经济发展中找到平衡点。

Water ecological space is not only an ecological barrier for urban development,but also a characteristic economic growth point.Taking riverside green corridor planning of the Longchuan river in Yuanmou County as an example,this article put forward the concept of"water ecology buffer zone"for the hot and dry valley of the Jinsha river in the upstream of Changjiang river.Through work paths such as demarcation of rights,overall planning,and diversified integration,and from the perspective of multi-plan integration,the needs of water ecological conserva⁃tion and water environmental protection is combined with the needs of urban recreation and leisure functions and lo⁃cal historical and cultural elements to realize the residents'freedom of water affinity.This water ecological space re⁃shape can not only ensure flood discharge safety of the Longchuan river,but also promote the land development and construction of Yuanmou county,realizing the balance of ecological protection and economical development.
