“民生”是中国独有的概念和话语体系,需要从中国民生观、民生保障制度建设的历史过程和现实条件,从动态发展的角度去分析民生保障制度生成发展的内在逻辑。从党的十六届三中全会以来,社会建设从国家全面考察和推进民生的视角得以确立;民生保障内容和制度建设思路定型,民生保障制度成为中国特色社会主义制度的重要内容。在民生保障制度的发展动力方面,从统筹城乡民生保障制度的“补短板”,转向促进共同富裕中民生保障制度建设获得新动能。在民生保障制度的发展取向上,走向共富型民生保障制度,走向现代化的民生保障制度,走向中国特色的民生保障制度。

People's livelihood is a unique concept and discourse system in China.It is necessary to analyze the internal logic of people's livelihood guarantee and institutional development from a dynamic development perspective of the historical process and realistic conditions of people's livelihood security and institutional construction,with China's view on people's livelihood.Since the third plenary senssion of the 16th CPC central committee,social construction has been established from the perspective of national comprehensive investigation and promotion of people's livelihood;the content and system construction of ensuring people's livelihood have been finalized and people's livelihood security system has become an important part of the system of socialism with Chinese characteristics.In terms of the driving force for the development of the people's livelihood security system,we can gain new impetus from strengthening the weak links in the balanced urban and rural people's livelihood security system,to the promotion of common prosperity for the people's livelihood security system construction.In terms of the development orientation of the people's livelihood security system,we should move towards the people's livelihood security system of common prosperity,modern and with Chinese characteristics.
