全球海洋治理的现实困境与中国行动

Realistic Dilemma of Global Marine Governance and China’s Action

当前全球海洋治理陷入制度碎片化、国际协议缺少执行程序、发展中国家普遍治理能力不足、传统海洋强国奉行利己主义单边主义政策等发展困境。中国提出构建海洋命运共同体的倡议,维护以联合国为核心的全球海洋治理框架,提供多种形式的公共产品,致力于国家间建立蓝色伙伴关系,把参与全球海洋治理与区域海洋治理、国家间的海洋治理合作相结合,为全球海洋治理突破困境贡献了智慧与力量。未来中国应推进将海洋命运共同体理念融入全球海洋治理的制度建设,继续维护联合国机构的核心作用并推动改革,不断提供公共产品,适度扩大在国家管辖海域外的执法行动,促进国际条约的有效实施。

At present,the global marine governance is in a development dilemma,such as the fragmentation of the system,the lack of implementation procedures of international agreements,the lack of general governance capacity of developing countries,and the pursuit of egoistic unilateralist policies by traditional marine powers.China has put forward the initiative of building a community of shared marine destiny,maintained the global marine governance framework with the United Nations as the core,provided various forms of public goods,committed to establishing a blue partnership among countries,combined participation in global marine governance with regional marine governance and cooperation in marine governance among countries,and contributed wisdom and strength to breaking through the difficulties of global marine governance.In the future,China should promote the integration of the concept of a community of shared maritime destiny into the system construction of global marine governance,continue to maintain the core role of United Nations agencies and promote reform,constantly provide public goods,appropriately expand law enforcement actions outside waters under national jurisdiction,and promote the effective implementation of international treaties.
