The Effect of the Concept of a Community of Shared Future for Mankind on Bilateral Diplomatic Relations

构建人类命运共同体是促进世界和平与发展的中国方案,也是中国为实现人类美好未来提出的努力方向和目标。作为传播人类命运共同体理念的重要渠道和载体,中国外交访问活动在这一理念指导下会对双边外交关系产生何种影响?是否有利于中国实现新时代外交工作的目标?通过实证检验发现,在人类命运共同体理念提出后,外交访问活动在总体上有助于中国与其他国家建立或升级伙伴关系,在考虑了"一带一路"倡议正式实施、美国遏制以及其他前期类似外交政策等因素的影响后,这一结论依旧成立。人类命运共同体理念还提高了其他国家与中国外交政策的相似度,进而提高了彼此国家利益的重合度。此外,人类命运共同体理念还有助于中国与他国伙伴关系的建立或升级。尽管中国向世界真实、全面地宣传人类命运共同体理念仍存在一些困难,甚至面临一些国家的恶意曲解,这给中国外交实践带来了挑战,但总体来看,人类命运共同体理念能够为中国双边外交关系的健康发展提供价值指南,而中国外交也将有力推动这一理念变成全球性共识。

The concept of a community of shared future for mankind is not only China’s plan to promote world peace and development,but also China’s direction and goal to achieve a better future for mankind. What impact will China’s diplomatic visits,as an important channel and carrier to spread the concept of a community of shared future for mankind,have on bilateral diplomatic relations under the guidance of this concept? Is it conducive to China’s diplomatic work in the new era? The paper finds that diplomatic visits are generally helpful for China to establish or upgrade partnerships with other countries after putting forward the concept of a community of shared future for mankind. The empirical results also suggest that the conclusion is still valid even after controlling the influence factors such as the Belt and Road initiative, the US containment and other early foreign policy factors. The concept of a community of shared future for mankind has also improved the similarity of foreign policies between other countries and China,thus increasing the overlap of national interests. The paper holds that although China still has some difficulties in truly and comprehensively publicizing the concept of a community of shared future for mankind,and even faces malicious misinterpretation by some countries,which brings challenges to China’s diplomatic practice,the concept of a community of shared future for mankind can provide a value guide for the healthy development of China’s bilateral diplomatic relations,which will also effectively promote this concept into a global consensus.
