百年未有之大变局下全球教育治理体系何以重塑?——基于全球价值链视角的分析 被引量:2

How to Reshape the Global Education Governance System in the Face of Unprecedented Changes in a Century?——Analysis from the Perspective of Global Value Chain

摘要 全球价值链与全球教育治理具有内在的一致性,为重塑全球教育治理体系提供了新的视角。全球价值链视域下的全球教育治理主要有国家中心、等级体系和协调网络三种模式类型。合作、协调、互利、互信是保障全球价值链各环节顺利运行和稳步发展的核心要素,也是全球教育治理体系重塑的发展方向和应有之义。在百年未有之大变局下,全球教育治理需顺应国际力量对比深刻调整和全球治理体系深刻变化之大势,提高全球教育治理中多元主体的平等性,增强弱势主体的代表性和发言权;坚持国家的核心地位并兼顾不同主体的多元利益诉求;加强次国家、国家和超国家治理层次的协调互动,提高治理的有效性;为稳定、持续的信任关系提供公正、有效、清晰的制度保障;在多元主义的基础上促进全球教育治理理念的包容性发展,建立全球教育治理的理念共识,进而增强应对全球性教育问题的能力,切实提高全球教育治理的实效性。 There is an inherent consistency between global value chain and global education governance,which provides a new perspective for reshaping global education governance system.Global education governance from the perspective of global value chain mainly includes three modes:national center,hierarchical system and coordination network.Cooperation,coordination,mutual benefit and mutual trust are the core elements to ensure the smooth operation and steady development of all links of the global value chain.They are also the development direction and meaning of the reshaping of the global education governance system.In the face of unprecedented changes in a century,global education governance needs to adapt to the trend of profound adjustment of international power balance and profound changes of global governance system,improve the equality of multiple subjects in global education governance,and enhance the representation and voice of vulnerable subjects.Adhere to the core status of the country and take into account the diverse interests of different subjects;Strengthen the coordination and interaction of subnational,national and supranational governance levels to improve the effectiveness of governance;To provide a fair,effective and clear institutional guarantee for a stable and sustainable relationship of trust;On the basis of pluralism,we should promote the inclusive development of global education governance concepts,establish conceptual consensus on global education governance,and then enhance our ability to deal with global education issues and effectively improve the effectiveness of global education governance.
