法国的终身教育推进机制及其启示

The Lifelong Education Promotion Mechanism of France and Its Enlightenments

为推进终身教育、建设学习型社会,法国建立了比较完善的终身教育推进机制。法国终身教育推进机制主要包括法律保障机制、经费筹措机制、技术支撑机制、社会参与机制以及学习激励机制这五个方面。法国的终身教育推进机制呈现出国家主导终身教育体系、关注公民的终身职业发展、注重保障终身教育质量等特色。借鉴法国的经验,我国构建终身教育推进机制可以从建立终身教育法律保障机制、经费筹措机制、技术支撑机制、社会参与机制、学习激励机制、就业服务机制、质量保障机制等方面着手。

To encourage lifelong education,France has established lifelong-education promotion mechanism.The mechanism is mainly constructed of five sub-mechanisms:the legal protection sub-mechanism,the fund-raising sub-mechanism,the technical support sub-mechanism,the social participation sub-mechanism,and the learning incentive submechanism.The mechanism also shows the following features:the state-led steering,the attention to citizens’lifelong career development,and the focus on the lifelong-education quality.Based on the experience of France,the development of a lifelong-education promotion mechanism in our country can be initialized with building the five sub-mechanisms of the French mechanism,together with sub-mechanisms like employment service,quality assurance,etc.
