Study on the Resilience of Urban Old Community in the Prevention and Control of the COVID-19

社区韧性管理作为一种全新的理念,为疫情冲击下加强社区风险防范等方面提供了行动方向。介绍社区韧性的概念及社区韧性评估维度,并根据老旧社区自身特点对现有评估维度进行完善。以疫情期间相关政策文件解读和社区工作开展内容为基础,探讨城市老旧社区在疫情防控工作开展中暴露的社区韧性问题,发现城市老旧社区在组织机构、人员管理及基础设施方面存在不足,并针对老旧社区自身特点提出社区韧性改善建议。

Community resilience management,as a brand-new concept,provides a direction for action to strengthen community risk prevention under the impact of the epidemic.This paper first introduces the concept of community resilience and the dimension of community resilience assessment,and perfects the existing evaluation dimension according to the characteristics of the old community itself.Based on the interpretation of relevant policy documents and the content of community work during the epidemic,this paper discusses the community resilience problems exposed by the old urban communities in the development of epidemic prevention and control,finds that the old urban communities are inadequate in organization,personnel management and infrastructure,and puts forward suggestions for community resilience improvement in view of the characteristics of the old communities themselves.
