“铸牢中华民族共同体意识”政策话语的发展脉络与构建逻辑

Clues and Logic: The Policy Discourse of “Solidifying theSense of Community for the Chinese Nation”

政策文本是研究党和国家政治话语发展脉络与构建逻辑的重要素材。运用定量词频分析与定性语句分析方法梳理党的十八大以来包含“中华民族共同体意识”关键词的重要政策文本,可以发现伴随党和国家领导人对中华民族共同体意识认识的不断深入,“铸牢中华民族共同体意识”政策话语经过从“树立”“培养”“培育”再到“铸牢”的关键表述方式演进,历经提出、发展和确立三个阶段最终得以形成。动机和目标是分析“铸牢中华民族共同体意识”政策话语构建逻辑的两个维度。践行百年来中国共产党的初心使命是构建该政策话语的内部动机,统筹国内国际“两个大局”的现实需要是构建该政策话语的外部动机,按照增进共同性的方向改进党的民族工作是构建该政策话语的基础目标,实现“共同体”意义上的人的自由全面发展是构建该政策话语的远景目标。内部动机与外因动机相互结合,基础目标与远景目标彼此呼应,成为党和国家构建“铸牢中华民族共同体意识”政策话语的基本逻辑。

Policy texts are the important materials to study the clues and logic of the political discourse of the Party and the State.By using the methods of quantitative word frequency analysis and qualitative sentence research to comb“the sense of community for the Chinese nation”in the important texts of the CPC’s national policy since the new era,it can be found that the policy discourse has experienced the transformation from“establishing”,“cultivating”,“fostering”to“casting”the key way of expression,which was finally formed through three stages of proposal,development and establishment.The constructive logic of the policy discourse can be analyzed in terms of motivation and goals.The analysis shows that the original aspiration and mission of the CPC are the internal driving force for the formation of policy discourse.The external motivation is to coordinate the practical needs of the“two overall situations”at domestic and international.Improving the Party’s ethnic work in the direction of enhancing the commonality is the bottom cognition.The realization of human freedom and all-round development in the sense of“community”is the long-range goal of the formation of the policy discourse.The combination of internal and external motivation,and the echo of bottom and long-range goals become the basic logic of solidifying the sense of community for the Chinese nation.
