价值共创视域下高等教育治理能力现代化的“赋能”进路

The"Empowerment"Approach to the Modernization of Higher Education Governance Capabilities from the Perspective of Value Co-creation

高等教育治理现代化是国家教育治理现代化的重要组成部分,其治理能力的程度和水平直接影响国家教育治理现代化实现的进程。高等教育治理现代化是不同利益治理主体价值共创和行为协同的过程,为实现“共治”“善治”的治理目标,在“放权”的基础上,应进一步对治理主体进行“赋能”,促进和发展其治理能力。“赋能”是动态发展的,既是一个过程又是一个结果,突出对高等教育治理主体认知和行为的改善。依据价值共创网络的分析框架,高等教育治理能力现代化的赋能主要体现在三个方面:宏观层面网络环境的结构赋能、中观层面信息技术的技术赋能和微观层面治理主体的心理赋能,不同层面的赋能都有具体的途径和方法。综合发挥价值共创网络的赋能优点,可以创新和发展高等教育治理能力,提升高等教育治理能力的现代化程度和水平。

The modernization of higher education governance is an important part of the modernization of national education governance. The degree and level of its governance capabilities directly affect the process of national education governance modernization. The modernization of higher education governance is a process of value co-creation and behavior coordination of governance entities with different interests. In order to achieve the governance goals of "co-governance" and "good governance", on the premise of "delegating power", the governance subjects should be further "empowered" so as to promote and develop their governance capabilities. "Empowerment" is a dynamic development process, which is both a process and a result, highlighting the improvement of the cognition and behavior of the subjects of higher education governance. According to the analysis framework of value co-creation network, the empowerment of modernization of higher education governance is mainly reflected in three aspects: the structural empowerment of the network environment at the macro level, the technological empowerment of information technology at the meso level, and the psychological empowerment of governance subjects at the micro level, different levels of empowerment have specific ways and methods. The comprehensive utilization of the empowering advantages of value co-creation network can innovate and develop higher education governance capabilities, and enhance the degree and level of modernization of higher education governance capabilities.
