摘要
高校政策再制定是高校根据国家宏观政策、自身发展情况,结合自身发展战略,对政策因地制宜情境化、再创造的过程。“强基计划”作为服务于国家重大战略需求的重要教育政策,36所试点高校的培养方案是高校政策再制定的重要文本,也是高校执行该政策的重要依据。对“强基计划”人才培养模式的高校政策再制定文本进行分析发现,高校政策再制定通过创新实施导师制,推动科教协同育人,建设本—硕—博一体化体系以及保障动态考核对上级政策上行下效,但又拥有一定的自由裁量空间,即对国际化人才培养的集体选择、对就业教育的相对忽视以及对转专业问题的模糊规定。各高校在政策再制定过程中应进一步提升高校政策再制定的决策能力,从自身学科发展特点和办学优势出发,充分尊重人才成长规律性和学科发展专业性。
The re-formulation of university policy is a process in which universities situate and re-create policies according to their own development situation and national macro policies in association with their own development strategy.As an important education policy serving the major strategic needs of China,the training program of“PSBACD”in 36 pilot universities is an important text for the re-formulation of university policies and an important basis for universities to implement the policy.Through the analysis of the reformulation text of the university policy of the talent training mode,it is found that the reformulation of university policy promotes the collaborative education of science and education through the innovation and implementation of the tutorial system,constructs the system of bachelor-master-doctor integration,and ensures the dynamic assessment,which has a certain discretionary space,namely the collective choice for the cultivation of international talents,the relative neglect of employment education and the vague provisions on the transfer of majors.In the process of policy-making,universities should further improve the decision-making ability of policy-making,and fully respect the regularity of talent growth and the professionalism of discipline development from their own discipline development characteristics and school-running advantages.
