Uphold and Develop People First

坚持人民至上是中国共产党百年奋斗的历史经验。中国共产党确立并在实践中坚持和不断发展的“人民至上”这一根本价值理念,具有历史必然性、理论合理性和道义正当性。我们不仅要从党和政府应如何对待人民的关系的角度来理解人民至上,还需要深入理解其实质内涵,阐明其在社会主义核心价值观中的地位和作用,厘清它所涉及的一系列重要问题,以深化和完善其理论构建。坚持和发展人民至上就是要使人民当家作主落实到我国的国家制度和治理体系中,打造全体中国人民共建共治共享的社会治理格局,尤其要强化国家制度和治理体系的人民立场,明确其为中国人民谋幸福的终极价值指向,增强其对全国人民不懈奋斗的激励作用。人民至上归根到底要落实到人民共同富裕,坚持和发展人民至上就是要扎实推进全体人民共同富裕,使全体中国人民过上更加美好的生活。坚持和发展人民至上必须给人民至上提供持久而有效的制度保障,通过法律途径确保人民在国家中的至上地位并拥有国家的一切权力,这是坚持和发展人民至上的关键性问题。

Upholding the people first is the historical experience of our Party’s century-long struggle.The fundamental value concept of“people first”established by the Communist Party of China(CPC),which has been persistently developed in practice,has historical necessity,theoretical rationality and moral legitimacy.We should not only understand“people first”from the perspective of how the party and the government should treat the people,but should deeply understand its essence,clarify its position and role in the core socialist values,clarify a series of important issues involved in it,so as to deepen and improve its theoretical construction.To uphold and develop the people first is to make the people the masters of the country,implement it into China’s national system and governance system,and create a social governance pattern of joint governance and sharing by all Chinese people.In particular,it is necessary to strengthen the people’s position of the national system and governance system,clarify its ultimate value orientation of seeking happiness for the Chinese people,and enhance its incentive effect on the unremitting struggle of the people all over the country.In the final analysis,people first should be implemented to the common prosperity of the people.Adhering to and developing people first is to solidly promote the common prosperity of all the people and enable all the Chinese people to live a better life.To uphold and develop the people first,we must provide a lasting and effective guarantee of the system for the supremacy of the people,ensure the people first in the country and have all the power of the country through the way of the rule of law,and that is the key issue of upholding and developing the people first.
