摘要
构建容错纠错机制以促进公务员创新是一个重要的学术课题。本文从差错管理理论视角切入,基于15个国家级新区公务员的访谈文本,运用程序化扎根方法构建容错纠错机制影响公务员创新的机制,并将其归纳为“一个核心中介、两条链式路径”。研究发现:第一,容错纠错机制促进公务员创新的关键在于完善组织差错管理;第二,组织差错管理的优化升级,一方面能够包容创新失误,在情绪层面增强公务员创新意向;另一方面能够激发反思学习,在行为层面提升公务员创新能力。这两者的协同最终促成公务员创新。
Building mechanisms to allow for and address mistakes to promote civil servant innovation is an important academic topic.Based on the interview texts of 15 state-level new areas'civil servants,this paper starts from the perspective of error management theory,uses the causality of proceduralized grounded method to construct a model of mechanisms to allow for and address mistakes that affects civil servant innovation,and summarizes it as"one core intermediary,two chain paths".The research finds that:first,the key to promoting civil servant innovation by mechanisms to allow for and address mistakes is to improve organizational error management.Second,the optimization and upgrading of organizational error management can accommodate innovation mistakes on one hand,and enhance the innovative intention of civil servants on the emotional level;on the other hand,it can stimulate reflective learning and improve the innovation ability of civil servants at the behavioral level.The synergy between the two eventually leads to civil servant innovation.
