摘要
《粤港澳大湾区发展规划纲要》印发以来,为增强内地对港澳青年的吸引力,中央和地方政府陆续出台多项港澳青年内地就业优惠政策,并提供相应机制保障。相关政策对港澳青年的激励效应值得持续关注和深入研究。本文对大湾区针对港澳青年内地就业的优惠政策进行梳理和总结,以港澳青年为研究对象,运用线上问卷调查法和访谈法,调查其对大湾区内地就业政策的了解情况及政策对其吸引力程度和实际需求等。结果表明,受访者对政策的了解程度一般,目前的就业政策对港澳青年具有一定的激励效应和吸引力,但仍存在政策支持力度、信息宣传、满意度不足等问题。本文基于史密斯过程模型分析内地就业政策不足之处存在的原因及优化途径,提出完善保障机制、监督实际实施情况、开设青年交流会、增强归属感和认同感等建议,以期为后续湾区人才政策的制定和相关工作的开展提供参考和借鉴。
In order to enhance the attraction of the mainland to Hong Kong and Macao youth, the central and local governments have successively issued a number of preferential employment policies for Hong Kong and Macao youth in the mainland and provided relevant guarantee mechanism. The incentive effect of relevant policies on Hong Kong and Macao youth deserves continuous attention and indepth research. This paper summarizes the relevant policies of Greater Bay Area, taking the youth of Hong Kong and Macao as the object, and uses online questionnaire survey and interview method to investigate their understanding of the mainland employment policies of Greater Bay Area, the attractiveness of the policies and the actual demand. The results show that the respondents have a general understanding towards the policies, and the current employment policies have a certain incentive effect on the youth in Hong Kong and Macao. However, there are still some problems, such as policy support, information publicity and insufficient satisfaction. Based on Smith process model, this paper analyzes the reasons for the inadequacies of the employment policies in the mainland and the ways to optimize them,and puts forward some suggestions, such as improving the guarantee mechanism, supervising the actual implementation, setting up youth exchanges, and enhancing the sense of belonging and identity, in order to provide reference for the subsequent development of the talent policy and related work in the Greater Bay Area.
