公立医院议事决策现状调查及优化管理研究

Research on the Status Quo of Decision-making and Optimal Management in Public Hospitals

目的对三级综合性公立医院议事决策机制的落实现状进行描述。方法对上海市7家三级综合性公立医院的36名研究对象进行问卷调查和半结构式访谈。结果现有的议事规则的流程管理有待加强和优化,尤其是在前期论证及后期实施环节尚缺乏有效抓手及约束举措。结论应规范过程管理以保障民主科学、建立配套制度以提升执行监管、构建支撑体系以实现闭环管理。

Objective Status surveys were administrated on the status quo of the implementation of the decision-making mechanism in tertiary municipal public hospitals. Methods Questionnaire surveys and semi-structured interviews were conducted with 36 interviewees from 7 tertiary municipal public hospitals in Shanghai. Results The process management of the available regulations needs to be strengthened and optimized,lacking effective means and constraint measures should be notedin the prophase of the demonstration and the anaphase of implementation. Conclusion It is proposed to standardize the processes of management to guarantee its democratic and scientific,establish corresponding systems to improve supervision,and construct supporting systems to implement recommendations of closed-loop management.
