基于SMART原则的门诊应急演练标准化管理研究

Study on Standardized Management of Outpatient Emergency Exercise Based on SMART Principle

目的以江苏省人民医院为例,在SMART原则的指导下,完善门诊应急演练机制,针对性改善门诊应急处置的薄弱环节与能力,探索门诊应急演练标准化管理。方法经实地调研、问卷调查、头脑风暴等方法,以2019年为对照组、2020年为研究组,对演练前后医务人员应急处置能力、医护患评价进行统计学分析。结果从明确目标(S)、可衡量性(M)、可实现性(A)、实际性(R)、时限性(T)5个维度思考完善江苏省人民医院门诊应急演练标准体系,建立22项突发事件应急演练预案,从突发事件的筹备、内容、具体实施、评估总结、宣教回访、考核评价等多方面趋于标准化。结果显示,2020年医务人员的应急处置能力提高,管理层面评分平均分提高11%,医、护、患三方满意度提高,均差异有统计学意义(P<0.05)。结论门诊应急演练的标准化管理有助于突发事件的有效处置,可助力伤患的高效救治,具有可复制和推广性。

Objective Taking Jiangsu Provincial People’s Hospital as an example, under the guidance of the SMART principle,the mechanism of the outpatient emergency exercise was improved,targeted improvement of the weak links and capabilities of emergency response in outpatient clinics,and the standardized management of outpatient emergency exercise was explored. Methods Through field survey, questionnaire survey, brainstorming and other methods,the emergency response ability of medical personnel,doctors,nurses and patients before and after the exercise were statistically analyzed with 2019 as the control group and 2020 as the research group. Results From clear objectives(S),measurable(M),realizability(A) and practical(R) and time(T) thinking in five dimensions,the Jiangsu province people’s hospital outpatient emergency exercise standard system,sets up 22 emergency exercise plan,from emergency preparation,content,concrete implementation,evaluation summary,mission review,evaluation and so tend to be standardized. The results showed that in 2020,the emergency response ability of medical staff was improved(P<0.05),the average score of management level was increased by11%(P<0.05),and the satisfaction of doctors,nurses and patients was improved(P<0.05). Conclusion The standardized management of outpatient emergency exercises is helpful to the effective disposal of emergencies and the efficient treatment of patients,which can be copied and promoted.
