Practice and Exploration of the President Responsibility System under the Leadership of Party Committee in Public Hospitals

党委领导下的院长负责制是实现党对公立医院领导的关键制度。进一步完善公立医院党的领导体制,对于促进公立医院党的建设和卫生事业发展具有重大意义。回顾了新中国成立以来我国公立医院领导体制的演变过程,以北京大学第三医院探索实践为例,探讨了公立医院领导体制转换的有效实施路径,从章程制定、党委议事制度完善、人事干部管理、与职工的双向沟通渠道、支部职能转变、意识形态思想引导等多方面入手,推动医院的良性发展。

The president’s responsibility system under the leadership of the Party committee is the key system to realize the party’s leadership over public hospitals. To further improve the leadership system of the party in public hospitals is of great significance to promote party building in public hospitals and health development. The evolution process of the leadership system of public hospitals was reviewed in China since the founding of new China. Taking the exploration practice of Peking University Third Hospital as an example,it discusses the effective implementation path of the transformation of the leadership system of public hospitals,including the formulation of hospital regulations,the improvement of the Party committee’s discussion system,the management of personnel and cadres,the two-way communication channels with employees, the transformation of branch functions, and ideological guidance to promote the healthy development of the hospital.
