Cultural Pension:Concepts,Problems and Measures

文化养老关注的是老年人在物质层面的基本需求满足以后的更高层级的精神需求,对老年人生活意义的实现具有重要作用。目前,文化养老实践中存在文化养老定位混乱、文化养老自主性差、社会文化设施设置不合理和共享性不足、创新驱动下的概念横飞与内涵缺乏等问题。文化养老的有效推进,首先需要赋予个人独立与自由选择的机会与能力;其次要明晰政府、市场、社会、家庭与个人等各主体的地位与责任;再次要建立共建共治共享的文化养老体系,进而推动文化养老服务体系的完善与持续发展。

Cultural pension focuses on the basic needs of the elderly in the future to meet the higher-level spiritual needs,and it plays an important role in realizing the meaning of the elderly's life.At present,in the practice of cultural pensions,there are problems including poor autonomy of culture elderly care,chaotic positioning of cultural elderly care,irrational and insufficient sharing of social and cultural facilities,and lots of innovation-driven concepts and lack of connotation.First,the effective promotion of cultural pensions requires individuals to adhere to the principle of independence and guarantee the right to choose freely.Second,it is necessary to clarify the status and responsibilities of different subjects in the process of cultural pension construction.Specifically,the government improves the basic security system for cultural pensions,the market gives full play to its main role in cultural pensions,the society builds a shared cultural pension system for the elderly,and the families encourage and support the elderly to participate in cultural pension.In the last,it is necessary to establish a co-construction and shared cultural elderly care system to promote the improvement and sustainable development of the cultural elderly care service system.
