摘要
对英国综合性国家科学中心建设实践进行调研,总结其建设规律与特色,结合中国国情.提出完善我国综合性国家科学中心建设的建议;采用文献调研法、网络调研法、案例分析法等方法,对英国的哈维尔科学和创新园、达斯伯里科技园从组织机构与管理机制、战略定位与重点领域、高端人才价值策略、资源配置情况等角度进行梳理总结,从中提炼英国建设综合性国家科学中心的经验与特色;研究认为英国综合性国家科学中心建设以企业合资为主,政产学研紧密结合,通过布局大科学装置、实验室与研发平台搭建科学基础设施,集聚世界一流科学家与高端研发人员.致力于创新成果产业化实现技术创新,进而提出我国建设综合性国家科学中心的启示与建议。
This paper investigates the practice of the construction of comprehensive national science centers in the UK,summarizes its construction rules and characteristics,and puts forward some suggestions on how to perfect the construction of comprehensive national science centers in China.Using literature research method,network research method,case analysis method and other methods,Harwell Science and Innovation Campus and Sci-Tech Dares bury are analyzed from the perspectives of organization and management mechanism,strategic positioning and key areas,high-end talent value strategy,and resource allocation.Summarize and extract the experience and character-istics of the UK*s construction of a comprehensive national science center.According to the study,the construction of the comprehensive national science center in the UK is dominated by joint venture enterprises,closely combined with government industry and academic research.It builds scientific infrastructure through the layout of large scientific equipment,laboratories and R&-D platforms,gathers world-class scientists and high-end R&D personnel,and is committed to the industrialization of innovation achievements to achieve technological innovation.Finally,some suggestions and inspirations on the construction of comprehensive national science center in China are put forward.
