中国自贸试验区开展国际技术创新协同的便利化评价研究

Study on the Facilitation Evaluation of International Technological Innovation Synergy in China’s Pilot Free Trade Zone

良好的创新环境是进行国际技术创新协同的基础。中国自贸试验区应积极营造良好的创新环境,完善基础设施建设,优化铁路、港口、机场承载力,打造海陆空立体化交通枢纽。重视提升科研机构管理水平,鼓励校企联合设立孵化器、专业咨询机构、研发机构、知识产权机构等创新环境支撑机构。通过共建境外科研机构或开展跨境技术合作等方式搭建多种形式的科研平台,使高校、科研院所、科技企业等各类创新主体都能够参与国际技术交流合作,确保创新要素能顺畅地进行聚合、流动、匹配和重组,并创造新的价值。

A good innovation environment is the basis for international technological innovation synergy.China Pilot Free Trade Zone should actively create a good innovation environment,improve infrastructure construction,optimize the carrying capacity of railroads,ports and airports,and build a three-dimensional transportation hub by sea,land and air.We should pay attention to improve the management level of scientific research institutions,and encourage universities and enterprises to jointly set up incubators,professional consulting institutions,R&D institutions,intellectual property institutions and other innovation environment support institutions.We should build various forms of research platforms by co-establishing overseas research institutions or carrying out cross-border technical cooperation,so that all kinds of innovation subjects such as universities,research institutes and science and technology enterprises can participate in international technical exchanges and cooperation,and ensure that innovation factors can be aggregated,flowed,matched and reorganized smoothly and create new values.
