面对RCEP带来的机遇和挑战,上海既应充分认识并应对RCEP可能带来的产业转移风险,研究推动产业链安全可控和能级提升,也应发挥上海重大平台作用,将RCEP开放政策与自贸试验区战略、区域发展战略相结合,更好服务国家发展需求,应对贸易全球化新趋势。

Faced with the opportunities and challenges brought by RCEP,Shanghai should not only fully understand and cope with the risks of industrial transfer that RCEP may bring,study and promote the security control and the energy level of the industrial chain,but also play a major platform role in Shanghai,combining the open policy of RCEP with the strategy of the Pilot Free Trade Zone and regional development strategy to better serve the national development needs and cope with the new trend of trade globalization.
