市场的相互开放,特别是投资领域和服务业的相互开放是CPTPP关注的重点。要优化服务业开放模式,探索在服务贸易领域率先将正面清单向负面清单转化。要优化开放规则、领域和力度,推动长三角地区内部市场相互开放。要加快推进各领域技术规范和标准的一致性,加强标准实施监督。要加快特殊领域的开放力度,在政府采购、金融、电信领域积极争取更多的改革创新政策试点。

Mutual opening of markets,especially in the investment field and service industry,is the focus of CPTPP.It is necessary to optimize the mode of service industry opening and explore the transformation of positive list to negative list in the field of service trade first.It is necessary to optimize the rules,fields and efforts of opening up and promote the mutual opening of the internal market in the Yangtze River Delta region.To speed up the consistency of technical specifications and standards in various fields and strengthen the supervision of standards implementation.We should accelerate the opening-up efforts in special areas and actively seek more pilot reform and innovation policies in government procurement,finance and telecommunications.
