摘要
河湖岸线的有效保护、合理利用对沿岸地区的生态文明建设和经济社会发展具有重要的作用。文中以河流岸线现状开发利用调查资料为基础,综合地貌形态、生物、水环境及社会经济特性等方面,提出岸线保护与开发利用现状评估方法,构建岸线保护与开发利用现状评价指标体系,并提出15个关键指标进行定量定性评价,同时运用ArcGIS软件,将岸线现状保护与利用程度分等展示。以招苏台河(梨树县段)干流为例,进行了岸线保护与利用现状评估,研究结果表明:招苏台河(梨树县段)缓冲区评估等级为二级,岸线保护与开发利用程度适中;农业区及(规划)城区段评估等级为三级,岸线保护与开发利用程度较高;饮用水源区段评估等级为一级,岸线保护与开发利用程度较好。该文为提出岸线资源合理开发、有效利用、科学保护、强化管理的布局和措施提供强有力的依据。
The effective protection and rational utilization of river and lake shorelines plays an important role in the construction of ecological civilization and economic and social development of coastal areas.Based on the investigation data of the current development and utilization of river shoreline,this paper integrated geomorphic form,biology,water environment and social and economic characteristics and so on.This paper put forward an evaluation method of the current situation of shoreline protection,development and utilization,constructed the evaluation index system of shoreline protection,development and utilization,and puts forward 15 key indices for quantitative and qualitative evaluation.At the same time,ArcGIS software was used to display the status quo protection and utilization degree of shoreline.This paper took the main stream of Zhaosutai River(Lishu County section)as an example to evaluate the current situation of shoreline protection and utilization.Research results showed that the buffer zone of Zhaosutai River(Lishu County section)was assessed as level 2 with moderate shoreline protection and development utilization.The evaluation grade ofagricultural area and urban area was level 3.And the degree of shoreline protection,development and utilization was high.The evaluation grade of drinking water source section was level I.And the degree of coastline protection,development and utilization is good.This paper provides a strong basis for proposing the layout and measures of rational exploitation,effective utilization,scientific protection and strengthened management of shoreline resources.
